Manufacturers who wish to export products to Asia countries
often find the information they receive about third-party
certification requirements to be conflicting, owing in
large part to the differences in Asia’s business
culture and practices. Some manufacturers mistakenly assume
that products listed by a third-party in their own countries,
or those with the self-declared CE Marking for the European
Union, can be sold in Asia without demonstrating compliance
with Asia countries standards or other
technical requirements.
Asia countries have respective mandatory requirements
for electrical, electronics, telecommunications, and radio
equipment covered under their laws administered by the
Ministries. Most of Asia approvals agencies are quasi-government
organizations set up by the Ministries.
Asia Approvals of electrical, electronics, telecom, and
radio equipment are generally granted based upon a successful
review of application documents along with the test data.
In some countries, the third-party test data generated
by testing organizations outside of the country is not
accepted, i.e. in-country testing is required.
Another rapidly growing trend in Asia is voluntary certification.
For certain types of products, although not required by
law under Compulsory Certification Scheme in some cases,
products bearing voluntary marks or labels are beginning
to have a distinct marketing advantage over those being
sold as self-declared, unlabeled products under current
product certification and conformity assessment laws.
Typical examples are China CVC (China Voluntary Certification),
Japan VCCI (The Voluntary Control Council for Interference
by Information Technology Equipment), and Singapore EMC
Certification for ITE, etc.
The best time for manufacturers to start thinking about
entering the Asia markets is as early as possible in the
product development process. Design for Compliance into

the need for re-design that may delay market entry.
